Although Tuchel has been overly whingey lately I have to agree with some of what he is saying.
You look at what happened in their match against Brighton and what is happening at Norwich and Leeds and its clearly reached a point of being too much.
The 5 subs for the time being would allow clubs to rotate more, starting matches with slightly weaker teams but getting 20-40 minutes into the returning players rather than risking them for 60+ minutes.
I also don't think the City squad strength argument is relevant in the current situation. The majority of opposition are now at a point where they are playing what they have and can't afford more injuries. Man City can rotate 50% of their team each game anyway, so strangely, I think it actually benefits others more than them now.
