They can if they're willing to pay the contract in full which is pointless unless the player is a troublemaker.
Traore was a mutual agreement so he could join Villareal who don't have the funds for a transfer fee but as Chambers turned down a potential move to the Championship I don't see him giving up his wages anytime soon.
